Vacuum leak, bad master control switch for heat, defrost, vent, etc.. or the blend door or it's actuator is bad. Vacuum leak is usually pronounced by a constant hissing noise in the dash or under the hood...do any modes work if you switch from one to the other? A cracked or broken vacuum line under the hood or vacuum storage ball that's leaking will not allow the heater controls to work properly.
