Don't know about your truck, but some older vehicles had a push on/push off e brake. You press the pedal to engage it, the you press the pedal again to release it.
Some have the push pedal, with the release handle right above it. Maybe the handle is broken off? Is there a bracket right above the pedal, that looks like it might be missing something?
Good luck.

Depends how old? The 47-55 series trucks had a pull rod to the left of the steering wheel, just under the dash. This released the foot pedal.
Why can't you find out what year the truck is????

Usually the release lever will be mounted to the left of the E-brake along the A- pillar trim near the bottom or it will be mounted at the bottom of the hush panel near where your knees would be.
